Chief A. Wayne Sampson, Retired
Chief A. Wayne Sampson, Ret. has over 42 years of progressive law enforcement experience in Massachusetts. He has 32 years of command and administrative experience in evaluating police administration, police policy and procedure, and personnel development. Chief Sampson holds a Masters of Criminal Justice, Juris Doctorate Degree, is a member of the Massachusetts Bar, and is a graduate of the Federal Bureau of Investigation National Academy.
Chief Sampson served on the Massachusetts Firearms License Review Board; has served on numerous assessment center panels; and has taught police administration courses for the Municipal Police Institute Inc. Chief Sampson retired in 2006 as Chief of the Shrewsbury, MA Police Department.
Superintendent David P. Sampson, Retired
Superintendent David P. Sampson has 34 years of experience as a public school administrator, the last 20 years as Superintendent of the Upper Cape Regional Technical School in Bourne, Massachusetts. He has extensive experience in Human Resources development, negotiations, and mediation. He is a certified mediation specialist and is certified by the Society for Human Resource Management as a Senior Professional in Human Resources.
Mr. Sampson received a Master of Arts degree in Organizational Leadership from the University of Connecticut, and a Certificate of Advanced Graduate Study in Administration and Supervision from Boston University.
Mr. Sampson currently serves on the Board of Trustees of Eastern Bank, and the Board of Trustees of Cape Cod Healthcare. He has served as Chair of Technical School Accreditation Teams throughout New England for the New England Association of Schools and Colleges.
Cathy Splain has been a professional technical writer and editor for over 35 years. Her experience includes working for state and federal agencies including the Department of Justice, Environmental Protection Agency, Federal Communications Agency, and NASA. She has over 25 years of experience as a project manager and has worked in Washington DC and for the Commonwealth of Massachusetts. She has been a principal with PSC since 2007. Ms. Splain has a Bachelors of Science Degree from the University of Maryland.
